I claim that any intelligent collection of matter composed of electrons protons and neutrons, that is not plasma, is smaller than the size of Neptune, and has technology has a chance greater than one in a billion of having characterised electromagnetic radiation in terms of frequency and amplitude. A friend of mine disagrees with this claim. He instead claims they ways of understanding the universe are so varied that the chances of thinking of electormagnetic radiation (or anything else) in remotely the same way we do is absurdly small.
